“So-called non-regular workers such as fixed-term workers, short-time workers, and temporary workers (hereinafter referred to as “fixed-term workers, etc.”) In order to promote career advancement within the company, it is a subsidy for business owners who have implemented efforts to become full-time employees and improve their treatment.”

Changes after April 1, 2024
●Full-time employee course
→ A review is being conducted on the confirmation of the following requirements.
・Revised working hours system on a monthly basis
・Definition of a full-time worker
・Confirmation period of dismissal requirements
●Revision course of wage regulations, etc., commonization course of wage regulations, etc., bonus and retirement allowance system introduction course
→ There is no change in the system after April 1, 2024.
●Short-time worker working hours extension course
→ Efforts until the course abolition date on March 31, 2024 can continue to apply for payment based on the payment application period stipulated in the career advancement subsidy payment guidelines applied as of the date of the initiative.
●Social insurance application treatment improvement course
→ The calculation method of the payment target period in the case of the allowance payment menu and the combined menu has been revised (no change in the payment application period).
・Old regulations: 6 months after joining social insurance (New: 6 months from the date of enrollment)

・New regulations: 6 months from the first day of the wage calculation period of the office related to the month to which the date applied to social insurance (*)

Q-11 Regarding the commonization course such as wage regulations and the course for introducing the bonus and retirement system, due to incomplete regulations, the payment requirements were not met and were not paid. Can my office no longer apply for the payment of the course?
A-11 Even if you have achieved the incomplete payment requirements after applying for payment, this subsidy will be a subsidy to business owners who meet the payment requirements at the time of application for payment, so in principle, it will not be paid.
However, for the two courses (the commonization course of wage regulations, etc., the course of introducing the bonus and retirement system), if the newly established system within the career advancement plan period does not meet the payment requirements, you will receive advice and guidance from the Prefectural Labor Bureau. If it is revised to a system that meets the payment requirements, the revision date will be regarded as a new measure date (the date of introduction of the system that meets the requirements).
Therefore, you can apply for payment between the date of payment of 6 months’ wages from the date of payment of 6 months’ wages from the date of application of the provisions after the new revision date.
In addition, for the bonus and retirement system introduction course, if you apply for payment as introducing the bonus and retirement system at the same time, and if it is a system that meets the requirements of only one of the systems, for one system that meets the requirements Only you can receive subsidies (because it does not apply to simultaneous introduction, it is not subject to addition.).
●1-1 Full-time employee course (full-time employee definition, target worker requirements, trial period)
Q-14 The employment category and scope of application of the rules for full-time and non-regular employees are not clear in the employment rules. In this case, will it be eligible for payment?
A-14 In that case, it can not be confirmed that “the amount of wages or calculation methods are subject to employment rules that are different from full-time employees”, so it will not be eligible for payment.
In addition, as an example that can be subject to payment,
・In the “scope of application” of the employment rules, “matters related to the employment of part-time workers are separately stipulated” and the employment category of non-regular workers are stipulated separately,
・Even if one employment rule is applied to both regular and non-regular, if it is stipulated by distinguishing “full-time employee”, “contract employee”, “part-time” etc. in the article such as “employment form”, the amount of wages or calculation method is stipulated and applied differently. ●[Reference] About examples of not being able to receive subsidies
1. I submitted my career advancement plan on 9/30 and joined social insurance on 10/1 the next day. However, the submitted career advancement plan was incomplete (e.g., if the career advancement manager is the same person as the worker representative, if the placement date of the career advancement manager is not before the start date of the plan, etc.) was contacted on 10/2, and repair I decided to resubmit it correctly.
→ Regarding the career advancement plan, you must submit it by the day before the start of the measure after making a “appropriate description”. ” The above example is not eligible for the subsidy from the measures after 10/2, which was resubmitted as “appropriate description”.
2. After the date of taking the measure, the application period within 2 months from the day after the day when the wages for 6 months was paid, an unexpected situation occurred in the management during the period, or the period was mistakenly recognized, and the application period could not be made within the application period.
→ Career advancement subsidies will not be accepted because we can not accept applications outside the application period stipulated in the payment guidelines.
3. After applying for payment, I found that I was not able to pay enough of the necessary wages to meet the payment requirements.
(Example: In the treatment improvement course (allowance payment menu, etc.) when applying for social insurance, it was found that the increase rate of the total basic salary in the 5th term was 17.5% compared to the total basic salary in the first term, and it did not fall under more than 18%, etc.)
→ The career advancement subsidy will be reviewed based on the documents at the time of application. Therefore, even if there is a shortage of wage payment amount after the application for payment, and you want to pay the shortage amount and replace the attached document that has not met the requirements, it does not apply to the employer of the payment target.
